Dubai Laws to Know When Visiting (2025 Guide)

Planning a trip to Dubai? Stay safe and avoid fines by learning these important Dubai laws for tourists in 2025 — covering dress code, alcohol, behavior, and more.

Dubai is a world-famous destination known for its futuristic skyline, luxury shopping, and rich cultural heritage. But as a visitor, it’s essential to understand that Dubai follows Islamic laws and traditions, and failing to follow local rules—even unintentionally—can lead to fines or legal trouble.

To help you enjoy your trip safely and respectfully, here’s a 2025 guide to the most important Dubai laws and customs tourists need to know.

1. Dress Modestly in Public

While Dubai is more liberal than many cities in the Middle East, modest dress is still expected in public places like malls, restaurants, and public transport.

What this means:

  • Men and women should avoid clothing that is too short, tight, or see-through.

  • Swimwear is allowed at beaches and hotel pools but not in public streets or shops.

  • At mosques, women must cover their arms, legs, and hair.

Tip: Always carry a light scarf or shawl, especially when visiting religious or cultural sites.

2. Drinking Alcohol – Legal but Regulated

Alcohol is legal in Dubai but only in licensed venues such as hotels, bars, and certain restaurants.

Key rules:

  • You must be over 21 to drink.

  • Drinking in public or being drunk in public is illegal.

  • Don’t carry alcohol around openly.

  • Do not drink and drive—Dubai has a zero-tolerance policy with harsh penalties.

You can now also apply for a temporary alcohol license as a tourist, which is free and easy to obtain from some major retailers.

3. No Public Displays of Affection (PDA)

Dubai is very strict about public behavior, especially regarding relationships.

Forbidden in public:

  • Kissing and hugging

  • Intimate touching, even between married couples

Holding hands may be tolerated for married couples, but avoid it in conservative areas.

4. Watch What You Say and Post

Freedom of speech is limited in Dubai. You can get into legal trouble for:

  • Swearing or using obscene gestures

  • Insulting Islam or the UAE government

  • Posting offensive content on social media

Even WhatsApp messages can be used as legal evidence if they’re offensive or disrespectful.

Pro tip: Avoid heated arguments in public and keep your online activity respectful.

5. E-Cigarettes and Smoking Rules

Smoking (including vaping) is allowed only in designated areas. You can buy e-cigarettes legally, but:

  • Smoking in non-smoking zones (e.g. malls, public offices) can result in fines.

  • Littering (like throwing cigarette butts) is punishable.

6. Unmarried Couples – Can You Stay Together?

As of recent legal reforms, unmarried couples can now share hotel rooms in Dubai. This was once illegal but has become more relaxed to accommodate tourism.

Still, avoid publicly discussing your relationship status or behavior that might be seen as inappropriate.

7. Be Careful with Photography

Taking photos in Dubai can be risky if you’re not careful.

Illegal to photograph:

  • People without consent, especially Emirati women

  • Government buildings, palaces, and military areas

  • Accidents or crimes

Breaking this law can lead to fines, arrest, or even deportation.

Tip: When in doubt, ask for permission or avoid taking the photo.

8. Drug Laws – Zero Tolerance

Dubai has very strict anti-drug laws.

  • Even trace amounts of illegal drugs in your system can lead to jail time.

  • Carrying certain prescription medications (e.g. strong painkillers, anti-anxiety meds) may require prior approval from the UAE Ministry of Health.

Always check the Dubai Customs website or consult your embassy before traveling with any medication.

9. Taxis, Uber, and Transport Etiquette

Dubai’s transport system is safe and regulated. Some etiquette to follow:

  • Always sit in the back seat of a taxi if you’re a woman traveling alone.

  • Avoid loud music or arguments in public transport.

  • On the Metro, respect women-only carriages and designated seating.

10. Respect Religious and Cultural Practices

  • During Ramadan, don’t eat, drink, or chew gum in public from sunrise to sunset.

  • Be respectful during the call to prayer.

  • Always remove shoes before entering a mosque or someone’s home.

Even though tourists are welcome, Dubai expects cultural sensitivity.
